The Australian Institute of Creative Design can now offer eligible students subsidised training under the Queensland Government's Working Queensland jobs plan under the Certificate 3 Guarantee. The Certificate 3 Guarantee is a Queensland Government initiative to provide subsidies to eligible individuals to complete their first post-school qualification and increase their skills to move into employment, re-enter the workforce or advance their career.

Students are eligible to receive subsidised training for one approved qualification. Once you have completed a Certificate III qualification you will no longer be eligible for a subsidised training place.

The following Australian Institute of Creative Design qualifications are funded by the Queensland Government for eligible students:

Student Eligibility:

To be eligible for the Certificate 3 Guarantee funding you must meet the following requirements:

  • You are a Queensland resident aged 15 years or over and are no longer at school (with the exception of VET in Schools students), and
  • You are an Australian or New Zealand citizen or an Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency.
  • You have not completed or are not enrolled in a Certificate III level or higher qualification (excluding qualifications completed at school and foundations skills training).

Costs:

While the Queensland Government funds the training, students are expected to contribute to the toal cost of the qualification through a co-contribution fee detailed in the table below.

What is the Certificate 3 Guarantee?

The Certificate 3 Guarantee gives eligible individuals the opportunity to complete a full certificate III qualification that leads to a job outcome or career advancement. To do this, the Queensland Government subsidises the cost of training for eligible students and provides greater choice by allowing more training providers to deliver government subsidised training.

Under the Certificate 3 Guarantee can I study courses wherever I like?

Only training providers approved by the Department of Education and Training to deliver training and assessment services can deliver subsidised courses through the Certificate 3 Guarantee program. The Department of Education and Training approved training providers are called pre-qualified suppliers. The Australian Institute of Creative Design is a pre-qualified supplier.

I think I'm eligible, but I also have an overseas qualification?

If you hold an overseas qualification that has been recognised by an Australian professional body or other organisation as meeting the registration or licensing requirements for a specific occupation then you would be deemed not eligible to access the Certificate 3 Guarantee.

If you hold an overseas qualification that does not meet the Australian Qualifications Framework standards, you may be eligible to access a Certificate 3 Guarantee equivalent qualification or undertake study in a different area, if considering a change in career.

I think I'm eligible under the Certificate 3 Guarantee but I have a degree?

If you hold a bachelor degree or higher level qualification awarded by a tertiary college or university in Australia are not eligible to access the Certificate 3 Guarantee as these qualifications form part of, and are nationally recognised within, the Australian Qualifications Framework (AQF).

I think I'm eligible but I completed some study a long time ago?

If you hold a Certificate level I to Advanced Diploma qualification issued prior to the introduction of the Australian Qualifications Framework in 1995, you are eligible to access the Certificate 3 Guarantee.

Can I complete more than one certificate III level qualification through the Certificate 3 Guarantee program?

No - you are entitled to access government subsidised training for one completed Certificate III qualification only. For this reason, it is very important that prior to signing, you take the time to consider the course you are choosing and to compare training options and costs.

I'm already completing a Certificate III qualification, can I still get access to the Certificate 3 Guarantee?

No - to be eligible to receive the Certificate 3 Guarantee, you must not already hold, or be currently studying a certificate III or higher level qualification. This includes any equivalent certificate III or higher level training completed at university or through an apprenticeship or traineeship. It does not matter if you paid for this training or it was subsidised by the government.

However certificate III qualifications completed while at school and foundation skills courses are not counted and you will still be eligible for the Certificate 3 Guarantee.

I deferred from university, am I eligible under the Certificate 3 Guarantee?

Students who have deferred from university are still enrolled at university and are therefore ineligible under the Certificate 3 Guarantee.

Can I get additional training to prepare me for a Certificate 3 Guarantee qualification?

Yes - when you enrol in a subsidised qualification under the Certificate 3 Guarantee, Australian Institute of Creative Design will assess you to identify if you need extra training support. If you do, you can access help with reading, writing and maths (called Foundation Skills) or related certificate II courses which lead to the certificate III qualification. The cost of this extra training is subsidised under the Certificate 3 Guarantee Program.

What happens if the Australian Institute of Creative Design stops offering the Certificate 3 Guarantee qualification I am enrolled in?

Under the Australian Institute of Creative Design's contract with the department, if we stop delivering your course, we are obligated to assist you to move to another pre-approved training provider so you can complete your training.

If I continue my qualification with another training provider, do I get recognition for the training I have already completed?

Yes - the Australian Institute of Creative Design will supply you with a Statement of Attainment which shows any units of competency you have completed for the course or qualification. You must present the Statement of Attainment to the new training provider so that your previous completed units of competency can be recognised.

Are there any other requirements of me if I recieve the Certificate 3 Guarantee funding?

Students who receive the Certificate 3 Guarantee funding are required to complete a short government survey within three months of completing or leaving the course.

Does the Certificate 3 Guarantee cover all training costs?

You are expected to contribute to the cost of your training through a co-contribution fee. The amount of out of pocket expense for you through the co-contribution fee will vary from course to course and the Australian Institute of Creative Design has tried to keep this co-contribution as low as possible.

The co-contribution fee represents the total cost to you for the course however there may be equipment requirements for the course which are not included in the course fees. Please refer to the course information for the details.

What fees can I be charged under the Certificate 3 Guarantee?

Australian Institute of Creative Design is required to charge you a co-contribution fee for undertaking a Certificate III qualification and non-concessional students undertaking lower-level vocational qualifications. Australian Institute of Creative Design advertises co-contribution fees up front to allow you to compare training provider fees. The co-contribution fee may be paid by you or on your behalf by an employer or another third party but cannot be paid by the Australian Institute of Creative Design.

Are there consessional rates under the Certificate 3 Guarantee?

The Australian Institute of Creative Design does not offer concessional pricing for students covered by the Certificate 3 Guarantee as we already offer all students the lowest co-contribution fees possible. We do however offer concessional pricing for the courses covered by the Certificate 3 Guarantee to those students who are not eligible to access the Certificate 3 Guarantee.

Concessional pricing is available for the following students:

  • Students (or their partner or guardian) who hold a Health Care or Pensioner Concession Card;
  • Aboriginal and Torres Strait Islander students;
  • Students with a disability; or
  • Students who are adult prisoners.

Are the fees for a qualification the same if I change training providers?

Not necessarily, the amount of your out-of-pocket expense varies depending on the course you select and the training provider you choose. All training providers must clearly advertise their co-contribution fees upfront to enable students to compare fees before choosing to continue their training with another training provider.

Are students reimbursed for the costs of training they have incurred to date if they withdraw from the course?

The Australian Institute of Creative Design will only refund student's costs of training if they withdraw 29 days or more prior to Course Commencement or if the Australian Institute of Creative Design cancels a course. What can I do if I am charged extra or ongoing fees?

All training providers are required to advertise their fees and provide you with a breakdown of all costs in a training fact sheet or information summary for the qualification. If you are charged a fee that was not agreed upon prior to commencing the course, speak with the training provider about this. If you are unable to resolve this with the training provider, contact the department on 1300 369 935 or email training@dete.qld.gov.au.

What do I get for my fees?

All the learning resources required to complete the course will be supplied during your course with the exception of equipment and materials required which are listed on the course information for the qualification.
